Draft Reliability Rules Posted for Review and Comment:
PRR #155
At its meeting on September 11, 2026 the NYSRC Executive Committee approved PRR 155 for posting under the normal process for a 45-day comment period. Comments are due on or before October 30, 2026. The proposed rule modifications revise RR B.5 (As-designed IBR interconnections) to include modeling, test and verification requirements for as-built IBR plants based on:
- IEEE 2800-2022 “Standard for Interconnection and Interoperability of Inverter-Based Resources (IBRs) Interconnecting with Associated Transmission Electric Power Systems” and
- IEEE 2800.2 – 2026 “Recommended Practice for Test and Verification Procedures for Inverter-based Resources Interconnecting with Bulk Power Systems”.
The related NYSRC Procedure for Application of IEEE 2800-2022 Standard for Large IBR Generating Facilities for the New York Control Area has also been updated.

Proposed Reliability Rule PRR 155

Proposed Reliability Rule #161 The proposed rule change to Reliability Rule C.7 is necessary to be consistent with Policy 1, Section 5 which was recently revised to require requests for New Exceptions to the NYSRC Reliability Rules include an expiration date. Reliability Rule RR #159
Reliability Rule #159 was approved by the NYSRC Executive Committee on June 12, 2026, and is effective for a period not to exceed one year to provide the NYISO operating flexibility commencing Summer 2026.
