Reliability Rule – RR #151- Reliability Rule B.5: Establishing New York Control Area (NYCA) Interconnection Standards for Large IBR Generating Facilities
On Friday February 9, 2024, the NYSRC Executive Committee approved Potential Reliability Rule PRR 151 – Establish minimum interconnection standards for Large Inverter Based Resource (IBR) Generating Facilities based on IEEE Standard 2800 – 2022 and its associated procedures document as Reliability Rule B.5: Establishing New York Control Area (NYCA) Interconnection Standards for Large IBR Generating Facilities for inclusion in its Reliability Rule & Compliance Manual.
The need for Reliability Rule B.5 is based upon: (1) recent disturbances in Texas and California where IBRs failed to perform reliably creating system supply deficits; (2) the cumulative expected magnitude of IBRs in the NYCA per New York State’s Climate Leadership & Community Protection Act (CLCPA) mandates; (3) NERC’s recommendation for Authorities Governing Interconnection Requirements (AGIR) to immediately adopt IEEE Standard 2800-2022; and (4) FERC’s RM22-12-000 NOPR on Reliability Standards to Address Inverter Based Resources. In addition, the need for the new rule is demonstrated by the New York Independent System Operator’s (NYISO) Interconnection Queue as of 6/30/23 having greater than 120,000 MW’s of Large Facility (>20MW) Inverter Based Resources.
Reliability Rule B.5 addresses interconnection study and compliance requirements for “as-designed” IBR plants based on IEEE 2800-2022.

Proposed Revised Reliability Rule – PRR 149
This rule change has two components: (1) To express the NYSRC’s LOLE criterion’s quantification of resource adequacy in terms of “loss of load event-days per year” instead of “days per year,” in order to avoid a possible misinterpretation that the NYSRC ‘s LOLE criterion allows a loss of load duration of 2.4 hours per year, and (2) to require IRM and resource adequacy assessments to include multiple reliability risk metrics in order to more fully describe loss of load events.

Proposed Revised Reliability Rule – PRR128 Definition of New York State Bulk Power System (NYS Bulk Power System)
The existing legacy definition of the NYS Bulk Power System requires an update due to NPCC modifications to its Document A-10 “Classification of Bulk Power System Elements” which provides the methodology to identify the Bulk Power System (BPS) Elements, or parts thereof, of the interconnected NPCC Region. NPCC Criteria and Directories, which establish more stringent requirements than the NERC Standards, are applicable to the BPS. New York is part of the NPCC Region.

Proposed Reliability Rule Revsion – PRR 148 Mitigation of Major Emergencies
Under current NYSRC reliability rules, the NYISO is required to declare a Major Emergency immediately if the post-contingency loading of an interface exceeds the stability or voltage collapse limits by greater than 5%. Recent events have demonstrated that exceedances meeting this criterion can in some circumstances pose little immediate threat to reliability and can be easily resolved through application of normal NYISO procedures.

New Reliability Rule – NYISO Interconnection requirement studies shall include, as applicable, special studies to examine the impacts of dynamically active technologies.
Studies associated with the interconnection of dynamically active transmission devices have been included in the NYISO’s interconnection process and periodic transmission planning/operating studies on an ad-hoc basis. Based on the proliferation of inverter-based resources, as well as applications of active-series/shunt compensation and HVDC connections to the NYCA system, it is proposed to include a requirement for special studies in the NYSRC Reliability Rules.
